Up to 10% of the allotment funds may be used for costs associated with supporting a local designation system and to support teachers in obtaining designations, per TEC 48.112.
Allotment funding is based on teacher location at the time of the Winter Roster Collection in February. Teachers who leave the district after this time period will not be eligible for the state stipend when it is paid out in August of the following year. Teachers who leave the district prior to the Winter Roster Collection in February will not be eligible for a designation that school year.
Districts must expend the allotment funds by August 31st of each year. Teachers qualifying for designation will receive their state stipend by August 31st of the following year.
Funding for teachers designated under TIA will flow to districts, which in turn must spend at least 90% of the funds on teacher compensation on the campuses where the designated teachers work. The statute states that allotment funds are not considered a property right, per TEC 48.114.
