No. Per Sections 1207(d) and 1208(u)(3) of the UIL Constitution and Contest Rules, UIL member school students may not enter unattached in any UIL-sponsored contest, and a UIL member school participating in an activity also offered by a non-UIL sanctioning organization is subject to penalties up to suspension. Both provisions apply to non-enrolled (homeschooled) students under Section 33.0832 of the Texas Education Code. Students may, however, participate on non-school teams and in non-school-related activities.

No. Per Section 33.0832(e) of the Texas Education Code, a non-enrolled student may only participate for the school in the district they'd be eligible to attend based on residential address, and must establish proof of residency per Section 25.001. Students must also comply with Section 442 (Residence in School District and Attendance Zone) of the UIL Constitution and Contest Rules. Per Section 33.0832(e-1), if the eligible school is subject to an ISD opt-out policy, the student may instead participate at the closest school (by geographic proximity) not subject to that policy.
